Merrill Flood

Upon joining ECU in 2018, Flood was tasked with leading the development of ECU’s “millennial campus,” now known as the East Carolina Research and Innovation Campus (ECRIC). Flood graduated from ECU with his bachelor’s degree in Urban and Regional Planning in 1987 before completing his municipal administration certificate from the University of North Carolina at Chapel Hill in 1996.
Flood worked with the City of Greenville for more than 30 years, retiring as assistant city manager in 2017. During his tenure, Flood was tasked with leading the city’s revitalization efforts in Uptown and surrounding communities from 2004-17 involving several public-private partnerships and public infrastructure investment and improvement projects. Flood received numerous recognition for his work and leadership, including the 2010 Housing North Carolina Award for Affordable Rental Housing Project Development and Housing North Carolina Award for Best Single-Family Affordable Housing Production in 2002 and 2006.
